Representatives of OpenAI and Anthropic told a British parliamentary hearing on Tuesday that voluntary commitments alone were insufficient for AI safety and that companies should face new legal requirements.

The Business, Innovation, Science, and Trade Committee heard from four frontier AI companies, four former employees described as whistleblowers, and senior British civil servants. Anthropic’s Europe head, Liam Booth-Smith, said the rules should be binding and that voluntary commitments were not enough. Wired reported that Google DeepMind and Meta did not support new legislation.
