A federal preliminary report said an air traffic controller did not give pilots of an Amazon cargo plane wind information before it crashed while landing at Miami International Airport last month, killing five people.

The National Transportation Safety Board report said the plane went off the runway. Four minutes before the landing clearance, the controller told another flight about southerly gusts up to 25 mph, but did not provide wind information to the cargo-plane crew. Federal rules required wind direction and speed to be given when authorizing a runway with a tailwind component, the report said.

Investigators are continuing to examine the cause of the crash. The preliminary report did not list a cause, according to the New York Post.
