The Democratic National Committee filed a lawsuit Thursday against the Defense Department over changes to a form used by U.S. citizens abroad to register to vote and request mail ballots. The suit alleges the Trump administration made the changes shortly before the midterm elections.

According to the lawsuit, the department declared an emergency to remove a box for people who are U.S. citizens but have never lived in the United States. The New York Post reported that these voters are generally children of U.S. citizens and that 38 states permit them to vote if they have close family ties. The box had appeared on the postcard form since 2013, the report said. The DNC argues the change could prevent eligible overseas voters from casting ballots.
