The petition contends that the district court's decision was premature and argues that the Democrat-led states lacked proper standing to challenge the executive order since no specific policy was being contested. It further claims that the federal government and the GOP states would suffer irreparable harm if the block remains in place, as it would prevent them from implementing the President's policy agenda and accessing proposed reforms aimed at enhancing mail-in voting security.
