Khalil al-Hayya has been elected as the new political leader of Hamas following a secret election process that lasted several months. Al-Hayya, who has served as a key negotiator for the group and survived multiple assassination attempts, will now lead the political bureau. Jaser AbuMousa, a Senior Fellow at the Middle East Institute, stated that this election does not indicate a change in direction for Hamas. He emphasized that al-Hayya's leadership is likely to maintain the group's existing strategies, including negotiations and ceasefire talks, but should not be mistaken for a shift towards moderation.
AbuMousa described al-Hayya's election as an act of institutional self-preservation, suggesting that Hamas is prioritizing organizational cohesion and its relationship with Iran over any significant political reassessment. He noted that al-Hayya's experience and survival in the face of Israeli operations position him as a familiar figure within the organization.
The expert highlighted the challenges of leadership within Hamas, noting that the position often comes with significant risks, including the potential for assassination. Al-Hayya's rise to power follows the death of Yahya Sinwar, who was killed by Israeli forces in October 2024. AbuMousa cautioned against interpreting the leadership vote as a reflection of the views of the Gazan population, as it was conducted by a closed leadership council rather than a public election.
He also indicated that Hamas may adopt a governance model similar to that of Hezbollah, where the group retains its military capabilities while minimizing visible responsibility for governance in Gaza.
