The International Olympic Committee (IOC) has provisionally lifted its suspension of the Russian Olympic Committee (ROC), allowing for Russia's potential participation in the 2028 Summer Olympics in Los Angeles. This decision follows several years of sanctions and restrictions related to doping scandals and the ongoing conflict in Ukraine. The IOC initially barred Russian athletes from competition shortly after Russia's invasion of Ukraine in February 2022, formally suspending the ROC in October 2023 due to the incorporation of sports organizations in occupied Ukrainian territories.
Only 27 Russian athletes were allowed to compete at the 2024 Summer Olympics in Paris and the 2026 Winter Olympics in Milano Cortina, competing as Individual Neutral Athletes (AIN) without national representation. Historically, Russia has been a strong competitor in the Olympics, and its return could increase participation in various sports.
IOC President Kirsty Coventry stated that athletes should not be penalized for their government's actions, emphasizing the importance of allowing them to compete. The IOC's decision to lift the suspension was contingent on the ROC removing regional sports organizations in Ukrainian territory from its membership. However, the IOC clarified that this does not fully restore Russia's Olympic status, as Russian athletes must still adhere to anti-doping regulations, and IOC events will not be held in Russia, nor will Russian government officials be invited to IOC events. The IOC will determine later whether Russia can display its national symbols at the Olympic Games.
