Police describe him as a Black male, approximately 5 feet 11 inches tall and weighing about 130 pounds, with black hair and brown eyes. Investigators are also looking for a second unidentified gunman.
The shooting occurred around 5:37 p.m. near Delaware Avenue and Glenwood Avenue, close to the festival grounds. Police found multiple victims suffering from gunshot wounds upon arrival. All 12 victims, aged between 14 and 61, are reported to be in stable condition.
Authorities are offering a combined reward of up to $15,000 for information leading to arrests, with Crime Stoppers offering $10,000 and the U.S. Marshals Service contributing an additional $5,000. Toledo Deputy Chief Joseph Heffernan stated that investigators believe at least two gunmen were involved in the incident, which stemmed from a dispute between rival groups at the festival.
