Wanying "Heather" Zhang, a California realtor, was arrested at Los Angeles International Airport on October 1, 2026, on allegations of spying for China. Prosecutors claim she surveilled the son of the Taiwanese president in Seattle as part of an espionage operation. Zhang, 34, from Orange County, allegedly communicated with her handlers through numerous texts and was photographed outside the Taiwanese family's home.
An image surfaced showing Zhang at a November 2023 event with Chinese President Xi Jinping, where she was seen with a banner for the All American Chinese Association (AACA). This organization has connections to the Chinese Communist Party's "united front" system, which aims to build relationships with overseas Chinese communities.
During a court hearing, prosecutors stated that Zhang had access to $190,000 in a Chinese cryptocurrency account and indicated that her brother had ties to the Chinese government. They referenced a seized iCloud video that they argued would demonstrate Zhang as a potential danger to society, despite her having young children.
The AACA's leadership, including president Cai Chenghua, has been linked to organizations associated with Beijing. Cai previously served as vice chairman of the China Council for the Promotion of International Trade, which was required to register under the Foreign Agents Registration Act due to its connections with Beijing.
Zhang has been charged with acting as an unregistered agent of the Chinese government and is scheduled for another court hearing on October 10, 2026.
