The law closes a loophole that allowed some facilities to claim tax-exempt status and expands health, safety, and oversight requirements for civil detention facilities operating in the state.</p> <p>The measures further expand public access to records involving private detention facilities and increase the California attorney general’s role in overseeing immigration-related detention. The attorney general will be required to develop and report on a proposed oversight plan for private civil detention facilities.</p> <p>Governor Newsom became focused on shock gloves in August after reports emerged that ICE planned to spend up to $20 million to purchase thousands of wearable devices for officers and agents by March.</p> <p>The devices, known as the Generated Low Output Voltage Emitter, or GLOVE, are manufactured by Compliant Technologies LLC of Lexington, Kentucky. Some jails and police departments have used the devices in recent years.</p> <p>Newsom has positioned himself as a prominent opponent of Trump’s immigration policies as he is being considered a top contender for the 2028 presidential election. He has not formally announced a bid for president but has made moves signaling his interest.</p>
