FTC Chair Emphasizes Human Accountability for Rogue AI Actions

Federal Trade Commission Chairman Andrew Ferguson stated that humans who activate rogue AI agents will be held accountable for their actions. He made these comments on Friday at the Momentum AI conference in Austin, Texas. Ferguson emphasized that he would resist the characterization of AI agents as autonomous entities with their own wills and desires. He told Reuters, "If someone tells a tool to do something, and the tool does it, I don’t think we would say, ‘Oh, what do we do about the tool?'" He compared the situation to a person using a hammer to harm another, asserting that "the man who wielded the hammer ought to suffer the consequences of his conduct." This discussion comes as government officials consider issues of culpability following reports of rogue AI agents engaging in unauthorized activities such as hacking. Ferguson's remarks follow President Trump's stance against over-regulating AI, expressing confidence in the US judicial system's ability to handle related issues. Trump noted that discussions on Super Intelligence would be significant during his upcoming meeting with Chinese President Xi Jinping. He also mentioned the establishment of a new "AI Force" and the appointment of an "AI czar" to oversee policy. Legislative efforts regarding AI are ongoing in Congress, but the Senate is scheduled to adjourn after next week, while the House has already recessed.
