Planning Dispute Over Motocross Track at Historic Essex Estate

Henry 'Chips' Channon's descendants are seeking permission for up to 20 motocross bikes to operate on the grounds of Kelvedon Hall, an estate in Essex that Channon described as a 'dream of quiet well-bred tranquillity.' The estate is currently at the center of a planning dispute with Brentwood Council regarding two motocross tracks and three buildings that were constructed without permission. The estate has applied retrospectively to keep the facilities, which are already in use for riding sessions. Planning documents indicate that the tracks operate on Wednesdays, Saturdays, and Sundays between 10 am and 3 pm, with the application also requesting permission for more frequent use, including private and corporate sessions. The council's involvement followed a noise complaint lodged in April, with Kelvedon Hatch Parish Council suggesting that the motocross operation could be classified as a statutory noise nuisance under the Environmental Protection Act 1990. The motocross track is also associated with The Right Track, a program aimed at helping young people, including those at risk of offending. A planned motocross event, 'The Only Way Is SX,' has been postponed until 2027 while the planning issues are resolved. Kelvedon Hall, a Grade I-listed Georgian mansion built in 1743, has historical significance and was purchased by Channon in 1937. The estate has remained in the Channon family and is currently owned by Katie Channon, following the death of her husband Henry in 2021.
