US and China Begin AI Safety Talks Amid Tensions

<p>This week, the United States and China, recognized as the two leading nations in artificial intelligence (AI), initiated discussions aimed at addressing emerging safety risks associated with AI technologies. The effectiveness of these talks, which involve meetings between former President Donald Trump and Chinese President Xi Jinping, hinges on the willingness of both parties to collaborate.</p><p>Treasury Secretary Scott Bessent indicated that prior to the meetings scheduled for Thursday and Friday, both nations had discussed the establishment of a new AI safety notification mechanism. This mechanism would facilitate communication between the two countries, allowing them to alert each other when their AI systems pose potential threats or exhibit unpredictable behavior. Bessent noted that this channel could also enable the sharing of mutual goals.</p><p>However, the proposal arises at a time when China may be hesitant to engage in AI safety discussions that could be perceived as efforts to restrict its technological advancements. The Trump administration has implemented export controls aimed at preventing China from accessing technology that could enhance its AI capabilities. Additionally, Congress is considering legislation that would further limit China's access to semiconductor chips and hardware. Recently, the Justice Department accused six prominent Chinese AI companies of intellectual property theft from US laboratories, a claim that China has denied.</p>
