Judge Orders Release of Communications Related to NYC Rent Freeze

City Hall officials are required to release emails and texts exchanged with the Rent Guidelines Board, following a ruling by Judge Brendan Lantry on Wednesday. The judge's order aims to investigate whether board members colluded with Mayor Zohran Mamdani regarding a rent freeze he promised to voters. Lantry questioned how the Mayor could fulfill his guarantee to freeze rents without communication with the Board to prevent any rental increases. In June, the Rent Guidelines Board approved a rent freeze for one-year and two-year leases affecting approximately 1 million rent-stabilized units in New York City. This decision was viewed as a significant achievement for Mamdani's agenda, but it also led to allegations of manipulation. A coalition of landlords has initiated legal action against the decision, claiming that Mamdani influenced the board's composition with tenant activists. The court's limited order is seen as a victory for those seeking to investigate the Rent Guidelines Board's vote. Lantry highlighted the unusual nature of the case, noting the rarity of such discoveries in special proceedings. The order also encompasses communications from the Mayor’s Office of Mass Engagement, the Mayor’s Office to Protect Tenants, and the Mayor’s Office of Management and Budget, but excludes internal communications among Mamdani's staff and the Rent Guidelines Board. A discovery conference is scheduled for September 21.
