House Republican Leadership Meeting Becomes Contentious

Johnson convened the meeting at 9:15 p.m. with members of House Republican leadership, including leaders of five ideological caucuses and some committee chairs, to discuss a bill aimed at suspending the gas tax through the upcoming election. This initiative was led by House Freedom Caucus Chair Andy Harris (R-Maryland), who had agreed to support leaders on a procedural measure in exchange for a commitment to discuss the gas tax suspension. However, the meeting quickly escalated into chaos. Rep. Sam Graves (R-Missouri), chair of the House Transportation and Infrastructure Committee, presented a 2022 post from Harris criticizing President Joe Biden’s efforts to suspend the gas tax. Graves opposed moving the bill outside of regular order, referencing Harris’ previous comments. In response, Harris became agitated, reportedly banging the desk and shouting, "This is war!" He began to leave the meeting when Johnson urged him to stay and discuss the matter. Rep. Clay Higgins (R-Louisiana), an ally of Harris, then confronted Graves, expressing frustration over his approach. Both Harris and Higgins left the meeting. The following day, Higgins criticized Graves on social media, labeling him an "Establishment elitist" and accusing him of undermining the Freedom Caucus's efforts to cancel the federal fuel tax for three months. Spokespeople for Higgins, Graves, and Harris did not respond to requests for comment. This incident reflects ongoing tensions within the House, where Johnson faces challenges in managing a slim majority. Previous conflicts have also been noted, including Johnson's own outburst during a disagreement with Rep. Anna Paulina Luna (R-Florida) in July. The infighting has led to the House frequently canceling votes and sending members home early, with Johnson announcing the House would conclude its work early after the contentious meeting.
