<p>The United Nations nuclear watchdog, the International Atomic Energy Agency (IAEA), referred Iran to the U.N. Security Council on September 9, 2026, for the first time in 20 years due to Iran's non-compliance with its nuclear obligations and refusal to allow inspectors access to key sites.</p>
<p>The IAEA's 35-member board of governors approved the resolution with a vote of 23 in favor, 3 against, and 8 abstentions. China, Russia, and Niger opposed the measure, while the resolution was proposed by the United States, the United Kingdom, France, and Germany.</p>
<p>Reporting Iran to the Security Council may lead to sanctions and asset freezes; however, significant action is unlikely due to the veto power held by Russia and China, both permanent members of the council.</p>
<p>The resolution instructs IAEA Director General Rafael Grossi to communicate the agency's concerns to the Security Council and the General Assembly of the United Nations, in accordance with the IAEA Statute. It also urges Iran to urgently address its non-compliance with nuclear safeguards and to ensure that nuclear material is not diverted.</p>
<p>This action follows a previous IAEA resolution from June 2025, which identified Iran as non-compliant with its obligations under the Nuclear Non-Proliferation Treaty.</p>
<p>Iran has contended that normal IAEA inspections are hindered by military threats and damage to its nuclear facilities. In a response to the agency in February 2026, Iran stated that the normal implementation of safeguards was untenable due to legal, technical, and operational challenges.</p>
<p>Since the U.S. and Israel targeted Iranian nuclear sites in June 2025, Iran has denied IAEA inspectors access to the affected facilities and has enacted a law suspending cooperation with the agency.</p>
<p>The ongoing dispute coincides with the IAEA's investigation into unexplained traces of uranium found at several undeclared sites in Iran, which has been unresolved since 2018 due to Iran's failure to provide satisfactory explanations for the presence of nuclear material.</p>
