House Votes to Censure Rep. Chuck Edwards for Inappropriate Conduct

WASHINGTON (AP) — The House voted on Tuesday to censure Rep. Chuck Edwards, R-N.C., following an investigation by the House Ethics Committee that found he engaged in persistent unprofessional and inappropriate conduct toward two young female staffers in his office. The censure reflects the House’s disapproval of a lawmaker’s conduct that does not warrant expulsion from office. The vote passed with 413 in favor and 2 against. This incident is part of a broader examination of lawmakers' behavior toward female staffers, prompting House leaders to initiate a bipartisan review aimed at improving workplace safety for women on Capitol Hill. Rep. Michael Guest, chairman of the House Ethics Committee, stated that the Edwards case did not involve “quid pro quo sexual harassment,” but rather behavior that created a hostile work environment. Guest noted that while Edwards denied any sexual or romantic intentions, his actions could reasonably be interpreted as such. The inappropriate conduct included giving lavish gifts, making comments about the staffers' appearance, sending affectionate notes, and inviting them to intimate dinners and vacations. Edwards acknowledged his actions made the women uncomfortable and apologized, stating his intentions were based on friendship. He also expressed regret to his family for the burden they faced due to the situation. Edwards rejected the committee's conclusions, emphasizing that the investigation found no evidence of sexual activity or explicit propositions. He was one of two lawmakers to vote against the censure resolution. After the vote, he expressed his expectation of the outcome and criticized the Ethics Committee's findings, likening the investigation to a “Russian show trial.” Edwards is the 29th member of the House to be censured and has decided not to seek reelection following the committee's report. The Ethics Committee's review included interviews with 16 individuals and a review of nearly 1,500 pages of documents. Rep. Mark DeSaulnier, the committee’s ranking Democratic member, highlighted the sustained nature of Edwards' inappropriate conduct, while Rep. Teresa Leger Fernandez, D-N.M., described his behavior as “outlandish and disturbing.”
