Police Chief Discusses Impact of PC Andrew Harper's Case on Family and Criminal Justice System

Thames Valley Police Chief Jason Hogg stated that the criminal justice system is in crisis, highlighting the emotional toll on PC Andrew Harper's family as they campaigned against the release of his killers, Jessie Cole and Albert Bowers. He acknowledged, however, that many victims' families may feel disappointed that the exemptions do not extend further. Hogg expressed concern over government plans to release offenders early and reduce the prison population by eliminating shorter sentences. He praised Harper's wife, Lissie, and mother, Debbie Adlam, for their efforts, stating that their campaign has had a significant impact on the family. Hogg emphasized that while some families may feel relieved by the announcement, others may still be disappointed, as there are individuals who will be released early despite posing a risk to the public. He warned that police forces may need to reallocate resources to manage offenders released into the community and reiterated that the current Sentencing Act does not adequately address public safety. Hogg concluded by stating that the challenges facing the criminal justice system will take years to resolve and highlighted the importance of quickly returning individuals to custody if they breach their release conditions.
