Pennsylvania Governor Joins Multistate Lawsuit Against Trump Administration Over Family Planning Grant Conditions

<p>Pennsylvania Governor Josh Shapiro has joined a multistate lawsuit against the Trump administration, filed on Thursday, challenging new conditions on federal family planning grants. The lawsuit addresses requirements that aim to ensure taxpayer resources do not support elective abortion and promote services described as 'life-affirming.'</p><p>Shapiro accused the Trump administration of making it more difficult for low-income residents of Pennsylvania to access reproductive care and family planning services, which he described as essential, including cancer screenings and testing for sexually transmitted infections.</p><p>The 63-page complaint also contests abortion-related provisions in the Trump administration's new Title X grant requirements. These include a directive that recipients maintain a strict separation from prohibited activities and contribute to the U.S. Department of Health and Human Services (HHS) efforts to safeguard lawful program delivery.</p><p>Live Action, a pro-life organization, criticized Shapiro's statements, claiming he is working to maintain taxpayer funding for Planned Parenthood, which they argue is primarily an abortion provider. Noah Brandt, vice president of communications and government affairs at Live Action, stated, 'There is nothing lifesaving about abortion.'</p><p>Brandt acknowledged the need for women's access to cancer screenings and prenatal care but contended that this should not involve taxpayer subsidies for Planned Parenthood.</p><p>Title X funding is already prohibited from being used for abortion services. Shapiro's lawsuit challenges the additional conditions imposed by the Trump administration regarding 'life-affirming' program delivery.</p><p>The new funding terms stipulate that HHS will prioritize programs that uphold federal abortion-funding protections and do not use taxpayer resources to promote or support elective abortion.</p><p>Recipients of Title X funding are also expected to maintain a strict separation from prohibited activities, as outlined in the lawsuit.</p><p>The states involved in the lawsuit argue that the new rules could result in Title X funding being withdrawn from providers even if abortions are conducted outside the federally funded program.</p><p>According to the complaint, Pennsylvania received $12,729,659 in Title X family planning funding in fiscal 2026.</p><p>Shapiro's administration has supported Medicaid coverage for abortion, increased reimbursement rates for abortion services, and participated in legal efforts to expand access to mifepristone, an abortion pill.</p><p>This lawsuit marks Shapiro's second legal action against the Trump administration within two days. On Wednesday, he joined a coalition challenging new federal requirements for mail-in ballots ahead of the upcoming midterm elections.</p><p>Neither Shapiro's office nor the White House responded to requests for comment from Fox News Digital.</p><p>The lawsuit, led by New York, Maryland, and Massachusetts, includes participation from more than 20 states and governors, and seeks a federal court in Maryland to block the application of the contested conditions to Title X applicants and grantees.</p>
